NOMDN probably means "No Mobile Device Number" in this case, which means the phone isn't registered to a network. If you can find another phone or use Wi-Fi to get online, that should be enough to help get your transfer started.
If this is for a device upgrade, for example you're switching from an old phone and are trying to activate a new phone with an eSIM, turn both phones off. Connect the new phone to Wi-Fi and see if it picks up on the eSIM. On iPhones, sometimes you need to go to Settings --> General --> Cellular --> Add Plan to help it recognize an activation attempt. It won't ask you to scan a QR Code or enter in an activation code manually if recognized. When the new phone activates, the old phone can be turned on. Of course, if it takes more than several minutes to do anything, then your old phone can be turned back on to troubleshoot things further.
