When international, phone cannot receive calls; callers hear music; phone does not ring

I am in Turks and Caicos.  For several days after I arrived, my Samsung phone worked fine.  I could dial and receive calls via cellular and wifi.  All of a sudden, callers hear music when they dial my phone and my phone does not ring.  I can call other numbers.  Help!
