Why is my device not eligible for an international plan?

I have an unlocked Samsung S10e which I just activated on Verizon. I am trying to add travel pass to my devices because my family is traveling out of the country. I was able to add travel passes to all 3 of my other devices but not this one. 

The phone is definitely able to be used internationally because I have used it before with AT&T. Why would it not be available on Verizon? I tried online, I tried calling customer support, and I tried texting travel to 4004 and they all told me the device is inelligible but with no explanation why, or how to fix.
