3G Mobile Hotspot

I have the DROID Incredible 2 by HTC and I understand that the mobile hotspot is supposed to provide wireless internet for mutliple devices. What I don't understand is why it doesn't work. I tried to use it at one point and the other device that was trying to use the internet was prompted to sign up to pay a monthly plan/fee. A friend of mine uses Sprint and when he uses the mobile hotspot, the other devices are able to use the internet hassle-free. I have the Unlimited Data plan if that makes any difference.
But I just want to know if I'm doing something or if there is something wrong with any of the devices.

Sorry to tell you but Verizon charges $20 for 2gb (and $30 for Unlimited for those that are on the Unlimited data plans)
It's one of those services that Verizon sells as value added.
