Facebook just automatically updated on my kid's phone. The phone has had parental controls (13+) for some time now. After this recent update, FB says it is restricted. Do I need to up the parental controls to 17+? Would be nice to be able to list exceptions in a blocked website list.

Yes, the Parental Controls does block Facebook at the 13 level. You would have to change to the 17 level in order for it to work on your son's device.
