Is there a app you can put on the phone on one of the screens to quickly turn on and off mobile network

there are many, i cant remember the names, i dont use them, search in the market for 3g

@chas4X4, check out Dazzle and Widgetsoid. Dazzle is simpler and give you all the basic setting toggles you need. Widgetsoid is a lot more and a bit complicated too. If not both, I'm sure one of them will accomplish what you need.

You are using the Droid Incredible, right? I would assume so since you posted this in the Droid Incredible board. HTC included in the Sense UI a handy widget that turns the mobile network on and off with one click. The only time you wouldn't have access to the widget is if you had another launcher loaded on the phone.
