Audio Volume Problem During Calls

I'm on my second Incredible for this issue.

During calls, the volume from both the ear piece and the speakerphone becomes so loud that it crackles the speaker and can't be help to the ear. It's as though the volume for calls is turned all the way up to maximum.

THis happens for a few days and then returns to normal. During this time, even if you turn the volume all the way down, it is still so loud you can't hold it to your ear. 

I've tried resetting the devices to factory specs, but the problem returns. I've already swapped one Incredible for a new one and the same problem is now occuring. 

To summarize, the phone's call volume maxes out on its own and can't be controlled by the volume control button. It does this for a time, then returns to normal. Hardware reset does nothing forr the poblem. 

I'm guessing that this is not a solvable problem.
