Yes, the adroid system and the cell standby using that much battery is normal. To keep my battery down I use a task killer, lower my brightness, and having the gps and wifi off while I am not using it. The gps and wifi will kill the battery faster than anything else.

Take a look at:
Check out the app called Power Manager Full. That app should give you extra setting in your phone to extend the battery life. I would also recommend purchasing the extended battery for the Incredible. It really does extend the battery and is worth the money.

ITA about the extended battery. I enjoy using all of the features of the phone and now it lasts me all day.

My suggestions:
1. Set the brightness manually, don't use the auto-adjusting
2. Turn off GPS unless you need it
3. Turn off Bluetooth unless needed
4. Turn off WIFI when not available
5. Disable Data Roaming (Settings -> Wireless & networks -> Mobile Networks -> Data Roaming [uncheck])
6. Turn off Haptic feedback, vibrators can eat batteries
7. Increase your sync times for applications, for example set Exchange to every 15-30 minutes instead of immediate
My battery life has gone from ~6 hours from default settings to nearly an entire day.
Still wish it could last longer with the default battery, but these things are like mini laptops...
