So i recently found a reason to access my camera, and when i went to click on the "Camera" application, It was no longer the picture of the camera. It was a little Android character and when pressed, the phone says,
"The linked program is no longer installed on your phone"
How do i fix this or re-install the camera?

You can install a 3rd party app like Camera 360 or Vignette, other than that you option is only a backup and do a hard reset of the device to restore the application because there isnt any other way to get the stock app restored..

It is a very weird situation to have the camera simply be gone, but there are some potential fixes. In addition to what Wildman said, you may be able to clear the data and cache from the camera to resolve the issue. If the camera is indeed not installed on the phone, the steps below will not work. Here's what you will need to do:
1) Remove the battery (leave it out for 30 seconds). Put it back in. Retest. (I didn't see you mention doing this).
2) Go to settings> applications> manage applications> all (at the top)> camera> force stop> clear data> clear cache. Retest it.
If both steps fail, a master reset or 3rd party app may be needed as Wildman mentioned.
Let us know how it turns out,
