Can not receive calls

My daughter can not receive any call on her Droid 2 in her dorm room. No problem with previous phone. We exchanged her new phone for a reconditioned phone and the same problem is still there. She can place calls and there are four signal bars. Any suggestions?

Try dialing *228 send and option 2 on the device to update the PRL.

Make sure the number is not forwarded, by dialing *73 to disable call forwarding.  

Make sure an application to block calls is not installed or  calls are blocked on the device.

with no apparent pattern, my Droid 2 mutes calls received. seems to be from certain callers more frequently. at times occurs with outgoing calls also. any thoughts?

Of by muting calls you mean that you can hear the caller, but they can't hear you, I've had that happen.
In my case turning the phone off and then back on has fixed it, but it is rather embarrassing to tell people that you have to reboot you phone for it to take phone calls.
