More than half the time when I connect my phone to a wall outlet using the stock cable and outlet adapter, the phone will act like I've plugged it into the computer. It'll say "USB connected" or when I change the USB settings to "Ask on connection", it will ask me if I want to use it for storage. I have tried unplugging, replugging, restarting the phone, turning off and on. I have even done a factory reset, but cannot seem to get away from this problem. When the phone thinks its connected by USB it charges extremely slowly.
I tried using my kindle wall adapter (5V 0.8A) with the same results.
The problem seems to be getting more and more frequent. Rarely, when I unplug and plug the cable in again, it will suddenly act appropriately and realize its connected to AC.
Can anyone help?

Here is something to try. From the home screen go to settings>applications and click on the 4th item down: Development. Then click on USB Debugging so the red checkmark shows. Then go back to the home screen and see if it fixed the problem, if not it is easy to go back and uncheck it.

Yep, seen that too. I just press the back button on the bottom of the phone to dismiss the question. Doesn't hinder charging or using the phone at all.

Actually, it has been my experience that it does hinder charging and phone use. When the phone thinks its charging by USB, it only draws 500mA (versus 1A on AC). When the battery is critically low, 500mA is not even enough to start charging. It also takes twice as long IF it charges at all.

I have the same issue...and probably about 1/2 the time as well. But I have charging issues in general, and think the Charge is touchy as heck. My car charger goes on and of over and over while its plugged in. (yes, it is an OEM Verizon charger specific to this phone) Yesterday i plugged it in at 29% power....10 min. later it was at 20%!
That coupled with how fast this thing dies....ugh.

This is definitely an issue. I have seen this consistently when I plug in, whether I plug in at home or in the car. It makes it hard to use any type of 'in car' app due to the battery drain even when plugged in.

Not so sure USB debugging is really applicable. It's got to do with the internal wiring of the USB charger and how the pins are wired. (Particularly pins 2 and 3). Other than that I'm not going to say much since I don't want to encourage folks to crack open their charger and break it or their phones. Let's just say my charger used to pop up the USB screen and now it doesn't.
