OK, I get it that the Droid X phone function won't work in Europe, but how about the browser? Can I connect to the Internet over there with my Droid X?

Nope. The Droid X is a CDMA only phone. Europe is mostly GSM, and both your data and voice function over CDMA.
There are some CDMA services in Europe, but there is no guarantee that they will allow your VZW phone to connect to them, they are also very limited both in location and whether they have data access. However, if you have a Wifi connection you can access it to use your Droid X browser in Wifi mode.
