To be honest I would think this is related to network traffic load, I would figure that during the night hours traffic would be lighter because more users are most likely resting and then around 6am the average users work day will start and the network will get hammered with everyone checking emails, appointment and conference calling.

I averaged over 10GB each month for 24 months, some months I was as high as 19GB usage. I never saw any data throttling.
I had a job where we sat around on call 14 hours a day in a remote area. So I would watch videos on Hulu etc and listen to streaming music for most of the shift. I never even got a notice about my data usage or had any Customer Service people mention it. I even had an issue durring this time frame where the Customer Relations Vice President gave me a $100 device credit. When it came time for renewing my contract this past July, they begged me 3-4 times a week to renew.
So I think it's safe to say that VZW does not throttle data usage.
