Download function on Power button

What is the Download function listed in the menu that pops up when you hold power button? There is no reference to this funtion in the printed manual nor the online manual.

Do you mean the data network switch? With the arrows?

 

That enables you to turn on/off the data network.

Does this appear when you long press the power button when the phone is on? The menu I see when I do that does not have such an option.
