Droid 2, reinstall Backup Assistant

I got used Droid 2 phone and there is no Backup Assistant app on there.
How do i get and reinstall Backup Assistant on Droid 2 phone again?
I see the Backup Assistant option in the phone's main setting menu page.
Nothing happens when i click on it. I have tried searching Verizon site,
Android Market, and there are nothing on reinstalling / or downloading it again.
Please Help. Thanks.

If that does not work a factory reset may be required.

I have tried a factory data reset from the privacy menu and a hard reset from the phone's recovery mode. (turning phone on and holding the X key while pressing and holding power. The device will turn on. Keep holding the buttons down until a yellow triangle appers...etc.) and still nothing. After doing the reset i lost the home button function. it now acts like a back button. i have to download launcher pro app to have the phone display the home screen again.

I don't know what else to suggest. Maybe someone else with additional knowledge will step in with a solution.
Was the phone rooted and a modified rom installed before you bought the phone?
