You can copy files from one folder to another on the phone, but for me it's a lot easier to do it by connecting my phone to my computer with the USB cable and 'dragging and dropping' the files.
I had issues with the option "use as ringtone" with my DROID Eris. Once I found the right folder configuration to place the files into, I never looked back. The biggest issue I had, was I would have to reset them as ringtone using any other methods. The phone would automatically find the ringtones after a factory reset if they were in the right folders.
