So i purchased a Droid Incredible II from a third party. I want to know if Verizon will give me a SIM card for it or will they give me a hard time.

You should be able to get a new SIM card free at your local Corporate Verizon store or by calling Customer Service.

Just go into a Verizon corporate store or call Verizon Customer Service and you can get one at no charge.

No, there is no charge for 'bringing your own device' and no change to your plan.

Will they give me a 3g SIM card or a 4g, because the whole reason im switching is because the iPhone 4 is 3g.

Only 4G LTE phones have SIM cards.

Note that the SIM cards are free at Corporate Verizon stores; if you go to a retailer, they'll charge you for one. And they may try to upsell you on your plan, but again, you do not have to change it just because you're swapping out phones.
