Droid Ultra Wifi won't turn on!

Every time I turn to turn on my WiFi it instantly turns off. I have already gone into my settings and cleared the cache. I has also did a factory restart already and it didn't resolve anything. My phone is currently running 4.4.4, this has been going on for about a month now. At the same time this started my Bluetooth stopped working also it is a very big inconvenience.

I understand how important it is to have Wi-Fi working Duncan1214! I use it myself everyday. I do appreciate the troubleshooting you have done so far. I was wondering does the Wi-Fi physically not want to move if you are in the setting? When you did the factory reset did you re download your application again?
