I have a Droid X and I my contract is up in a couple of weeks. I would like to keep the phone, but I no longer need a data plan with it as I have a MiFi too. Will I be able to keep that phone, and use it on just my voice plan, or will I have to downgrade to a basic phone?

To have a smartphone activated on Verizon's network, it has to have a data plan.

That is a great question that you have brought forth. I do want to advise that when you have a smartphone on the account you will need to have a data plan. Swapping a basic phone for a smartphone will allow this data package to be removed.
You may want to consider a different plan such as the Share Everything plan to accommodate the usage. Check it out http://bit.ly/T8w8iM
