The native system that reads your screen for you is under settings> accessibility> check it> check voice readouts.
Text-to-speech on the phone can be set up through settings> voice input & output settings> Text-to-speech settings.
Speech to text can be set up under voice recognizer under settings> voice input & output settings> Voice recognizer settings.
The microphone will be where most people mainly use the voice input and voice commands. Touch and hold in a blank spot> Android widgets> Google search. There is a help menu if you click on the microphone.
There are also 3rd party applications that you can download on the phone. Search the Market for this options.

Try using the app "MotoSpeak". It's great when you get a text while driving, it will ask if you want to listen to it, want to reply to it, so you don't have to take your eyes off the road to reply to an incoming text..
