Durrrrr...phone randomly sending calls directly to voicemail

My Droid X randomly sends calls directly to voicemail rather than ringing through. This isn't a new issue, it has always done this.
I finally got frustrated after my sister called four times last night and got voicemail immediately, every time. I was sitting there waiting for her call, and was not on the phone.
I called Verizon this morning, and the rep suggested powering down, removing the battery, powering up, and dialing *228 to reprogram. She said to wait a week and if it happens again they will send a replacement phone. I've done that before and already got one replacement phone.
In other words, they are clueless.

This usually happens because a weak signal or you set the contact to go to voicemail in the contact menu...

I have seen this with other phones and carriers. Multiple people within my office on different providers with wide variety of phone even plain janes.
