File transfer over Bluetooth with Windows 7 pc

I am trying to transfer files to and from my Droid Ultra and my laptop. I have the two paired and can make and receive phone calls as well as play audio files on the pc but it falls apart when I try to transfer files. If I try to send a file from the pc to the Droid I get "Error establishing connection". If I try to send a file from the phone to the pc it always fails. In the Bluetooth settings I have "Allow Bluetooth devices to connect to this computer," and "Allow remote devices to brows, send, and recieve pictures, music, and files" checked and in the settings for the phone in Bluetooth Devices the "Always allow this device to connect for all operations" radio box is on. I have also tried to remove and repair them several times all with the same outcome.

One thing that noticed is that when you go into the properties of the phone under the hardware tab there are a number of Bluetooth devices installed but there are three that aren't.
