When you plug your Droid X into your computer, open it up as a USB device and you can navigate to the folder with the videos in it. Copy the videos you want, and paste them to the folder you want them in on your computer.

Are your videos already converted and sitting on your PC as .mp4 files? or are you talking about converting videos from your DVDs to put on your Droid X? As previous mentioned - if they're already just on your computer, simply copy them via your USB connection. if you need to convert some DVDs, I find DVD CATALYST to be really nice.
