How does "tethering" work on the Droid Ultra?

Can somehow explain to me how "tethering" workd on the Droid Ultra?  does this use my data from the phone or is it better to use the "Hotspot" feature instead?

Either way uses your phone as a modem/router and and uses data from the phone.

HotSpot when possible....faster more convenient and built in with no need for a cable.
