For some reason, I've stopped receiving emails on my phone. I have it set up for my personal email, not work. I can't figure it out. I tried to set up another account with same email but I get a message that says this email account is already set up...but I'm not getting emails???

For which ISP email domain? Have you tried clearing the cache and data on the email application to remove the email account information so you can add it back again.
