OMA Download process running wild and can't be stopped

About a week ago, my Bionic phone started staying hot and using battery power like crazy.  I installed an app to track processes, etc, and OMA Download (PID 1046, android.process.media) is sucking 48% of my CPU at all times.  I kill it and it comes back within seconds and keeps using CPU and battery like mad.  Sometimes it comes back as another process, but they all say "android.process.media".  I have uninstalled 99% of my third party apps, I have uninstalled all kinds of updates to apps that I cannot fully uninstall, nothing seems to kill this creature.  Anyone have any solutions?  Am I going to have to save/backup and then do a massive reset and then rebuild?  if so, how do you do the hard reset?  Also, I have tried to start in Safe Mode by using the volume button, but it never works.  is there another way to start in Safe Mode?

Oh my! It sounds like you have been quite dilligent in troubleshooting your phone. You are absolutely correct in knowing that placing the phone in Safe Mode or performing a Hard Reset is a great way to help determine the nature of the processes on your phone. Plese keep in mind that some processes can not be completely stopped as they are imperative to the core function of the phone.
