Options on a data plan when buying a Droid (not on contract)?

If I am willing to purchase a Droid for full price (so that I am not on a contract). Am I still required to spend an extra $30 a month on the email/web data package? Right now I am only interested in the Droid's Wifi ability.

Yup...All must have either the $29 or $45 data plans. no way around that.

While I understand that you would be required to purchase a data plan if you were on contract, could you point me where it on the Verizon website specifically where it states it is a required purchase even if you are not on a contract?
My issue is that Verizon refers to the data plan as an "email/web" package, and since the Droid can do those things through wifi only, it should be optional if one purchases a Droid without a contract.
