I know there is a Voice Recorder app. Can I use it to record phone conversations? (I am a writer and want to do phone interviews.) If so, how do I set it up? If I can't do it with the Voice Recorder app, can someone recommend an app or method to do this?

There is this one app that I can think of that is called vRecorder. It lets you record calls. You might want to do a search in the market for record calls. Apps will come up that record calls.

There are many call recording applications. However, you are limited to the phone you have, and your state laws.
I am not a lawyer and this is not to be mistaken for professional legal advice.
Some states allow recording of telephone conversations as long as one party is aware - the caller.
Some states allow recording of telephone conversations as long as both parties are aware - the caller and recipient.
Some states do not allow recording.
Some places you may call do not allow recording.
Basically, it depends on how you use the recording. It is always best to tell the person on the other end of the line that you are recording and how the recording is to be used. If they agree, you are golden. If not, you probably will not get the interview you want due to fear of being recorded.
