If I were to have lost my phone, and I have no insurance on it, would a basic phone as replacement suffice?

Specifically, would I no longer be paying a data plan if the replacement phone had less 3G capabilities than the lost smartphone?

Correct, you can place a basic phone on the line and then cancel the data. You still need to complete the contract before getting a new subsidized device.
If you have unlimited data, it will be history though if you switch to a basic device for more than 14 days
