Reset phone now it doesn't get signal

I have a Droid Incredible 2.  I reset the phone to get rid of the prior owners junk on it.  Before I did the reset I got signal and received all my calls and text messages.  Since the reset, I don't get either the calls or text until I go outside.  This happens not only in my home but pretty much any building.  Like I said the phone worked great before the reset.  I am wondering if there is some kind of app that enhances my service that might have been on the phone and now is not

This is very strange lauraherren! Let's reprogram your phone and test. Call *228, select option 1 when presented with options, then power off/on. Keep us posted.

Ok tried that and still not getting reception.  This really frustrates and irritates me because Before I reset the phone I got signal everywhere
