Wildman I Know Verizon Probably had there reasons for doing this but i cant find a good reason maybee to lower cost in the X My Incredible Had a 2 GB card an i replaced it with a 8gig card from my BB an it worked with no issues. but with a phone that needs it's X-tra space 2 me 2 gigs is not enough. but as Verizon is making vast changes on several fronts. All things are up in the air. I was even told they maid a change again with the insurace coverage on the phones with a different company.! It's a head scracher for Sure. Just makes wonder whats around the Next Corner.

Well I had to buy the 32Gig because the 16 wasnt for me, I filled that baby regurlly, I actually have another 16Gig that I keep in my PC SD Card reader that I store software that I share with friends and co-workers also, boy I really go through data ... When I am servicing systems without web access are missing network drivers I usually download drivers to my Droid X and this was using to much space but its nice to have this option..
Now I am not sure what you mean about insurace coverage changed on the phones with a different company... I know they change some policys lately but I cant think of which change you are speaking of on this..

Really only two plausible explanations for swapping the 2G card. Cost is one, and in my opinion the likely explanation.
A 2 gig card is cheaper than a 16G. The other is that 16 Gig cards are in short supply- but to me that's not a likely.
Can't think of any other reasons they'd switch. I suppose they could really cheap out and not include a card at all.
