Screen locked with emergency call

The screen is locked with a dial screen with a red triangle icon with the emergency call notice.  I can't get any other screen to come up as if the phone is locked until I enter some emergency number.  How do I remove this screen and get my phone unlocked.  I don't want to try dialing 911 and get arrested for a fraudulent call.

Try turning off the phone, removing the SIM card (be careful not to touch the gold contacts), waiting a few minutes, then reinserting the SIM card and turning the phone back on.  If that doesn't work, try a new SIM card (they're free at your local Corporate Verizon store).

The phone is an ultra does it have a SIM card?

Thanks for your help but I just tried putting in my pin for the 100th time and it finally took it and unlocked.
