Slowing data speeds?

I have a D3 and, up until recently my 3G speeds were kicking the backside of my friend's Sprint Evo 4G. Now, I keep slipping into 1x. I've done a power cycle, battery pull and *228 and nothing. When I looked at my speedtest history since Nov 2011, I've been noticing a downward trend.

Is VZW not pushing 3G as much and only focusing on LTE now??? Anyone else slowing?

BTW: I have never hit a gig, so I know I'm not throttled AND, when I do anything intense, like stream Netflix, it's using wifi only.
