Since the GB update a month or so ago, the speaker on the phone is way too loud. Even if I turn the volume all the way down, voices still boom out. I sometimes have to wrap the phone in a towel to control it but then it is difficult for the other person to hear me. Anyone else notice this?
Not sure about the Charge, but some phones have settings for the Hearing Impaired which will make the call much louder. You may want to check your settings to see if there is one for the Charge.
Makes sense but I don't see anything like that on my Charge. Plus the earpiece and bluetooth are normal volume. It is only the speaker phone that is way too loud. Was not like that before the GB update.

Give a try by going to settings>accessibility and playing with talkback or soundback.

Those are just check boxes as far as I can tell. Ticking or unticking does not seem to influence the volume of the speaker when on calls. It is just the volume through the external speaker while on calls that is too loud. All other media is controlled satisfactorily.
