Why can't I Talk and Data on 3G but the HTC Thunderbolt I can?
The Thunderbolt is the only device that supports this under 3G, all other devices requires 4G to use this option.... This has been verified some while back, this is why I was glad I decided on the Thunderbolt.

Beacuse of the differnece in the radio chip sets being used and their configuration between the two phones.
i.e. the radio chipset (or configuration of the radio chip set) used in the Bionic isn't capable of it, where as what the TB uses does.
If memory serves me correct, the TB uses more than one radio chips in it. The Bionic doesn't.
