I was able to transfer my iTunes library via doubleTwist using the OEM USB cable. Next time I tried to connect via USB I received this error message:
USB Device Not recognized. One of the USB devices attached to the computer has malfunctioned, and Windows does not recognize it. For assistance in solving this problem, click this message.
After you click the message you see the USB Device Not Recognized dialogue which lists all attached USB devices, and it shows an Uknown Device. This device listes Microsoft driver 6.1.7601.17586 dated 6/21/06. It gives a message that Windows has stopped the device because it has reported problems.
Tried disconnecting, rebooting, reconnecting but no joy. Researched drivers, found one from Samsung (v1.3.1900.0), installed it, rebooted, connected, same error. Uninstalled, rebooted, reinstalled, etc. No joy. Tried another USB cable. No joy. Tried yet another USB calbe. No joy.
About a third of the time, doubleTwist will auto-launch which it should only do if it detects the presence of the phone. But it never makes a connection and Windows never shows the device except as an Uknown device.
I have not seen any solutions that worked here on the forums, and the only solutions found elsewhere on the interwebz did not work. I am going to try performing a factory reset on the phone next. Any other suggestions? I am completely stumped at this point and am considering asking for a replacement phone even though I doubt that will solve the problem. If I can't transfer music over to it the device is nearly useless to me. Any insights would be greatly appreciated!

If you haven't already, and I think you have, try re-installing the Samsung driver for the Charge phone into your Windows PC. With that installed you usually can drag and drop your songs from your PC into the MUSIC folder in your Charge phone. Skip using Double Twist...go Drag and Drop. Make sure you use the USB cable that came with the Charge phone.
OTOH, I wonder if Apple's iTunes music can be used in an Android phone...I don't know. I don't think Apple and Google are the world's closest buddys!!!

SidPhillips, thank you for your inquiry. It sounds like you have done some great troubleshooting already with your device. I checked Samsung's website and that is the correct version for the drivers. One thing I'm not showing is if you enabled USB mass storage mode when the device was connected. You can enable USB mass storage and use the drag and drop method to transfer your pictures like JerryF mentioned.
