Unable to change settings on Droid x

When I select one of the Setting items such as Wireless & Networks , it appears with a red background, there is a voice announcement of the name and then I can do nothing. Every entry under Settings acts exactly the same way. I have tried removing the Batt and got no help? Help please........Dave Wheeler

So if you touch "Wireless & Networks", the phone says "Wireless & Networks" through the speaker?
If so, you have activated the accessibility setting. You have to touch everything twice to get the phone to what you want.
Go to settings > accessibility and turn off the accessibility options.
