Although your Droid 3 makes an attractive paperweight, I assume you purchased it for some other purpose. Hopefully the non-responsiveness is just a glitch and not a larger issue. Please try pulling the battery out for 20-30 seconds and retrying. If that is unsuccessful, you can attempt a hard reset. If you are unable to navigate through the touchscreen menus, I suggest trying the alternate reset.
If both steps are unsuccessful, you may need to exchange the device. You can take it to the store that you purchased it from, or if you purchased it on our website/purchased it over the phone, please send me a DM. I followed you already so you may do this. Best of luck!
