Ok...heres my story....this phone was given to me...i had a iphone 4 but washed it :< ....i am trying to get my contact list to my new phone...cant seem to get it done...help

Well, the good news is that your phone is clean and washed, but the bad news is that it's probably not working well huh? Does the phone power on? Was this phone ever active on your device.
