The DROID X phone? No, a data plan is required.

The Droid X is one of my favorite smartphones of all time! I LOVE the large 4.3 inch screen and the easy to navigate user interface. A phone this awesome will allow you to harness the true power of our data network. As Ann154 stated, a data plan is required to have the Droid activated on your account.
