This may seem rather basic, but have you tried checking your dta download settings:
Menu / Settings / Battery & Data Manager / Data Delivery
Make sure all three are checked.
I have seen this on other Android phones where the download from the Market takes a long time to complete. Is it just one application or any application?

Thank you Bionic_3 for your suggestions!
Steen101 and Ru4rl105, I would like to help resolve this issue. In addition to the steps Bionic_3 gave, please also go to Settings>Battery & Data Manager>Data Saver and uncheck Data Saver. This feature is to help minimize the amount of data used in certain applications and will cause larger applications to need wifi to download. This is helpful when you are nearing your data limit, but if you have a large amount of data available, you may not need to use it.
Please let me know if this resolves your issues.
