When you select the Navigation app do you get any message screens, such as "GPS is disabled". IF so, you need to enable one of the location services on the phone. To do so from any home screen, press the Menu button (lower left physical button) and the select Location and Security. Then check one or more of the three location services offered. IF you are using VZW Navigator, check VZW location services, otherwise check either Standalone GPS or Google location services.

When you say it doesn't work, do you mean you can't select Standalone GPS services on the Settings (the check mark does not light up when you select it), or the GPS doesn't seem to work after you selected the Standalone GPS setting?
Also, in order for the GPS to work, the phone needs to be able to "see" a minimum number of GPS satellites that will provide information on your position on the map display. If you are trying to connect inside a building, it will likely not work. You must be outside or in a car.

Can you take the phone outside and try it again?
Also, when you say "maps" do you mean the Navigation app on the phone? It is the blue "arrowhead". When I use that to try to find my location, the phone hangs with a message on screen saying "Waiting for location". The phone can't see enough satellites to get my location.

Stand alone is the actaull internal GPS. THe others use 3g/4g pin pointing.
When you slide down the top bar and activate gps it activates standalone. when using navigator (google maps) it may take anywhere between 15 seconds to 2 mins to triagulate you. Often reactivating in an area far from last spot causes a delay since it loos at your last area first then researches (GPS to sateliite delay).
It shoudl say searchign for location... then kick in.
THere may be a radio issue or something done to prevent it from locating the satellite signal. When I do it it is very accurate.

The wifi being on does assist with triangulation. The only way to enable/disable the GPS is through the settings you've completed, so the store could not have done anything detrimental to the device. The master reset is an option that I would do at this point. You will want to tap "Settings>Privacy>Factory Data Reset>Reset Phone>Erase Everything." This will erase the personal info, apps and settings so it's important to know your Gmail/Google account log-in credentials so you can get that information back after re-activation.
The Google Maps is controlled by the Google GPS settings.

I can't recommend any because I have not done this, but it seems a sensible thing to try, and cannot hurt.
