First, make sure that you are actually turning down the callers volume and not the ringtone volume. This is stupid obvious, I know, but it's worth mentioning.
If that doesn't do anything, take it to a Verizon store and compare it to a demo model, or better yet, there's bound to be an employee there with an X. Compare theirs with yours and if theirs is acting right, then something is wrong with yours.
Does the volume button do ANYTHING? Perhaps it isn't working properly.

I wish I had your problem!! 
Many DroidX users including myself complain that the volume (incall or otherwise) is not LOUD enough. I just attended a DroidX user's class sponsored by my local Verizon store. The first several comments out of the class attendees where complaints about low volume compared to their old phones.
The last few updates do not seem to have done much for this issue. I've learned to live with it but am hopeful a fix is on the way. My DroidX volume turned all the way up is only about 2/3 as loud as my old LG. Of course that is merely a subjective assessment of mine.
