From what I read it was related to the price drop and limited supplies situation of SD card, it was a financial decision...

Maybe becuase it'd be more trouble than it's worth to strip the 16g cards out and replace them with 2g cards.
To what benefit would there be to swapping out the cards, anyway? The bigger card is already paid for.
As soon as the phones with the 2g cards start getting refurbed, I'm going to bet that the refurbs will come that way.
As far as why reduce the card size in the first place? Only a couple plausable reasons. One is that it's a money saving deal, the other is that there is a shortage. I'm betting on the money, since they could have chosen 4 gig cards if 16 gig were in short supply, but they went to 2 giggers.
I paid $199 for my 16G DroidX. If new X's go for as little as $50 or $100, simply buy a bigger card, you'll still be no worse off than what I paid.
