phone died, will not charge and keeps rebooting

My phone battery died during a phone call tonight. I plugged it in to charge it however it keeps rebooting and will not charge. I tried taking the battery out but still will not charge. The battery is new. This is my third Droid (first new, 2 refurbished).

take out the battery and leave it out for a good 10 minutes, then reinstall.
how old is your phone? if it is more that year with lots use, it may need a new battery. But my thinking it just needs to reset.
please let me know what happens.
