Why can I not open photos that people send to me thru text messaging?

Do you have your cellular data turned on?  Photo messages won't download/open over wi-fi.

Sorry for being stupid but this is a new phone for me.  I think the data is turned on but am not sure how to check it.  I do have wifi turned off though.

You aren't being stupid.    You should be able to verify that your data is turned on by going to Settings > Data Usage and ensure that Mobile Data is On.  You also should see a 3G or 4G symbol in your notification area, noting that you're connected.

Mobile data is on.  I dont see 3G or 4G though.  I still cannot get pictures to come thru.

You may not be getting a strong cellular connection; try turning mobile data off, wait a few seconds, then turn back on.

I turned the mobile data off then on. No change.  So I shut the phone off for a few minutes.  It now shows 3G but still wont download the picture

Can you send picture messages?  Try sending yourself one and see what happens.

Wahoo !     Maybe that 'unstuck' whatever was 'stuck' and you'll receive any others that are sent.
