I am also seeing this with Pandora after the failed update to 4.08 today. I am running 4.06.605.3.

After I successfully upgraded to 4.08 the buffering problem went away.

Since updating to the new 4.08 ginger fix an updating Slacker to 3.1.444 my Incredible has been streaming ok no buff.. or skippy as of yet An thats using the Network will try Wi-Fi after the Break.. Stay Tuned.. B33

I spoke to soon. I continue to see the issue. I think it might have more to do with the Pandora 1.5.15 update.

After a back and forth with a Pandora support person, the solution was to set "Cell Network Audio Quality" to "High" in Preferences. Counter intitutive indeed but it fixed the buffering issue for me.

Go to Your settings > Schroll up to About phone Click on it Then click on Software Information an look down to wear it says Software Number it should read like this >> 4.08.605.2 An your base band version should Read 2.15.10.07.07 An android Version 2.3.4. Thats what it will look like with the new Update.

Yup i've had Pandora in the past an when it was getting Hairy on the buff an skipp issues i dropped it. an Tune-in has been acting the same as well but i don't listen to it much but what i've been having problems with lately is Winamp when it's playing an Hooked to it's charger it streams fine but pull the Cord an let the display go out an the skipping starts then just goes out alltogether. but pute the cord back in an it strems fine again. Like a goat drinking milk So i don't no what cource i'm going to take on it there's another update so i guess i try it an see if Works. B33

Guys whatever app you are having problems with,uninstall and reinstall it, tunein was giving me headache also after updating to 4.08 but after a quick uninstall and reinstall, its working just fine.

Have you tried tunein?
folks I have iheart, tunein, and they work just fine.
just installed pandora to test for you good folks and it works like a charm.
perhaps a clean install (uninstall and wipe away any files/folders you have of pandora then install fresh) migh help.
cause right now pandora, Iheart, and tunein are working perfect for me, I did have to reinstall Iheart and tunein, pandora I didn't have before update so it was installed fresh on 4.08 where iheart and tunein had to be reinstalled.

did you get rid of any left over files and folders, looks like you have file/s left over and they are not getting replaced.

@maggartj, with Gingerbread update HTC introduced a new feature call "fast boot". Bascially it makes your phone start up really really fast, however if you read the setting description in the menu, it says "Turn off to use some market apps". Why don't you try that?
To disable FastBoot, tap Menu->Settings->Applications. And then tap the Fast boot option to disable it. Try restarting the phone and see if Pandora starts working for you.
It's just a hunch, but worth trying.

Did you restart? I would recommend restarting the phone with Fast boot disabled after clearing cache etc etc.
