I am not familar with Android to say for sure but I believe running a application while using a phone was always possible, I do this all the time on my Imagio, but if you speaking of talking on phone and accessing the web at the same time, Verizon is a CDMA networks and I am the understanding that CDMA nerworks does not support multiple connections at same time so you probally wont see this on the present Verizon network or any of their devices until their next generation of data connections..

On my android certain apps have the ability to run in the background and stay on. Then I can use another app in the mean time. Example...I downloaded the app called AIM beta & it runs in the background while I am on AIM. I can use internet at the same time.

Maybe other android phones are different. I know on mine I can't usually run multiple apps at the same time. Some apps I can (like AIM). I can jump between the apps I just used recently by pressing & holding the home button. I guess that might be considered multi-tasking too.
