Can a deactivated phone still have access to wifi?

I am ready to upgrade my phone and would like to give my current phone to my 7 yr old to play games on, similar to an ipod.  Is this possible??

It is possible, but you should take some steps to ensure they don't accidentally connect to the cellular network for any reason.

If it has a SIM card, remove it. Factory reset the device so none of your email accounts and other personal information are on the device. Keep the phone in airplane mode and turn on wifi to connect to the home wifi router. Change the Play Store settings to require the password for every purchase each and every time. I'm sure there are some other things you can do to ensure their safety, but that's a start for you.
