Recently, I've had very poor luck getting into my voice mail on my phone. I dial *86, the prompt asks me for my password, I enter the password and hit #, and after a short pause, the prompt just asks me for the password again. It seems to repeat this pattern indefinitely. I am relatively certain I'm not entering the wrong password because (1) I've changed my password recently, so I know I'm entering the correct password, and (2) if I deliberately enter the wrong password, the system tells me that it "can't process my entry" and hangs up, which is a different response compared to when I enter the correct password.
I have been able to get into my voice mail once or twice in the past few months, but unfortunately I don't know what it was that was different that let me get through those times. When I have managed to get through, the system accepts my password on the first try.
I have a Droid Razr Maxx, and I have basic voice mail.

My suggestion, when you get one of these really weird problems, is to take it to a corporate store and let the techs there figure it out. If you don't have one close by, you could try calling tech support, but that route is harder because your trying to trouble shoot through a different phone line. Good Luck!

Yikes! Let's get your voicemail back in order. Have you tested dialing into your voicemail from a different device? Dial your mobile number and once it reaches your voicemail, hit #. It will prompt you to enter your voicemail password. Are you able to listen to voicemails using this manner?
